Just downloaded and installed pelles 7 over 6.00

Just downloaded and installed pelles 7 over 6.00
But 'PellesC About' still says 'version 6.00'.
Have i done something wrong?

Probably...

Did you install in the default locations?
Did you switch from 32 to 64 bit or visa versa?

Likely the best thing to do now is to uninstall it completely and reinstall it clean.

When trying to 'system definitions database'
here: C:\Users\vmars\AppData\Roaming\Pelles C\sysdefs.tag
I get an error msg "unable to open C:\PellesC\include\*.h"
Which is the 6.00 PellesC addres, now changed to PellesC-old .
Is there a standalone 'system definitions database' Tool I
can run separate from the install ?

You are on a 64 bit OS (I can tell from the "Program Files (x86)" ) so why are you messing with 32 bit software?
 

Ok... uninstall it again! 

Now delete the folder C:\PellesC (you can always recreate it later)

Now hold down the windows logo key and type an R... WIN+R....
In the resulting dialog type  REGEDIT and click OK.
In REGEDIT path over to ...  HKEY_CURRENT_USER\Software ...
Locate the entry for Pelle Orinius... Right click and delete it.
Close regedit.

This time download the 64 bit version ...
Install it on defaults... It will go into C:\Program Files\PellesC ...

You now have both the 32 and 64 bit development environments, which should match up to your 64 bit OS.

I had trouble with poide.exe .
It wouldn't end. Tried Unblocker program, still there.
Task mgr ended it fine.
System definition db install went fine.

Ok, now I need to ask... How come you're having all these problems? 

The reason for asking is that for the most part you just install Pelles C and use the IDE to create code. Very few people have problems with it, as far as I've seen. 
 
If POIDE would not exit it was probably doing something... Have you checked the definitions data base?  Did you let the db creation complete before exiting POIDE?  Were there any dialogs open when you tried to exit?  How did you try to exit?
