Title: Defining custom tools names in the native language

Is the way to define menu item caption (like tool, help file names) in the different from default codepage?

command line option /l Forces the user-interface into the specified language. [5.00]

It does not work on runtime-defined names (like external tools captions or user-defined help files captions).
