New contribution available: SQLite v3 project files

Timo Lähde has contributed project files for building SQLite v3.

SQLite3DLL.PPJ - runtime as DLL.
SQLite3Lib.PPJ - runtime as static library (single threaded).
SQLite3LibMT.PPJ - runtime as static library (multithreaded).
SQLite3.PPJ - command shell (build sqlite3lib.lib first).
