DbgRelNO Add-In switch release/debug build special version

This version switch between release, debug and debug without optimizations builds
  • Release build set NDEBUG macro too.
  • Debug No Opt remove all optimizations.
  • Profile build removed.
PellesC version 8 support -dbg:Filename
This version uses that feature, DbgRelNOE.zip
