File not found: sapi.lib

Hi!
I'm following this tutorial http://msdn.microsoft.com/library/default.asp?url=/library/en-us/SAPI51sr/html/sdktutorial_tts.asp
to use SAPI.
I do #include <sapi.h>
and the linker says "POLINK: fatal error: File not found: 'sapi.lib'."

Can you help me?
Maybe Pelles C is missing this lib?
