Changes from Release Candidate #2:

• Fixed IDE problem with UTF-8 hint from "Options, Source editor, Default encoding" when loading a source file without a BOM, without UTF-8 encoded characters, but with ANSI encoded characters.
• Fixed ARM64 problem storing 32-bit floating-point values in literal pools.
• Fixed ARM64 problem passing floating-point values to variadic functions.
• Fixed some minor documentation lies.
• Refactored symbol handling in parser for ARM64 assembler (big change at this stage, but I suspect I'm the only user right now...)
• Added experimental installer with ARM64 tools and runtime (X64 runtime excluded for now).
