DiskEditor utility

This is a new version of raw data display and editing tool for who may be interested. This version was ported to Pelles C although previous ones not.

Just executable file is distributed for now.

If you could format numbers locally that woud be better.
In France we use à space rather than a comma.

Now digit separator in O/S settings is used. Other changes are listed in WhatIsNewInV16a.txt document. Both installation file (DiskEditor4WindowsV16a.7z) and source code as Project file (DE_W32_V1_6a.7z) are attached. The files were compressed by 7-Zip.
