Windows 10 color setting Dark

I use Windows 10 Professional and I personalized my Windows: I changed the color setting to dark. But not all Windows 10 programs can be influenced with this setting: for example "Explorer" has now  a black background color, but not "Notepad++". And the programs that the Pelles C application wizard creates do not have a black background color either.  How can I change these programs to change their colors as I configured them in window 10?

You must use microsoft themes.
Enable them using manifest. Anyway isn't so simple see.

Here's a different solution that I've been using for "dark mode" on Windows 10.

It starts with Windows, sits in your tray, and inverts the colors of your screen on demand.

Very easy to use and configure.
