Hi. I downloaded and install Pelles C 9.0 with setup.exe and it just said "Installer is too small" and not let me to install.

Hi, frankie. I downloaded setup.exe again from the site above and it's still error with "Installer is too small". I think it's not my downloaded file is corrupt but the file on the server is corrupt. Please check it.

and it installed as expected.

The download has the same size as several other downloads that I have made since Pelle's C 9.00.9 was released, that is, 14,037,409 bytes.

I downloaded from this site, too. But when I install it I always greeted by the error "Installer is too small". I'm running on Windows 10 x64.

All of the checksums match my older download just fine.  I then did a new install on a Win 10 64 bit system
that never had the program before and it ran without any errors. 

You are getting an error but I suspect it has an incorrect cause reported.
Various things to try might be
1) using a different browser to perform the download,
2) try to run the setup as administrator,
3) try disabling your antivirus scanner during the download and or installation.

I strongly suggest you to not download the compiler from any other source than the original sites!
Check the antivirus log for any action over the download.
Some damaged brain AV detects malware in PellesC executables (I.e. Norton).
As a trial block all internet programs, to avoid major problems, open browser on smorgasbordet site on download page, deactivate the AV and download the setup.
Disconnect the internnet.
With AV still disabled, and with administrator account, install the compiler suite.
After installation you can reactivate the AV and the internet.
If the AV still complain about the compiler or the programs compiled with it you can: 1. disable specific AV warning for pellesC executables; 2. Change AV!
