In the section 'User-defined resource statement'  one can read:

"Optionally the { and } character may be replaced with the BEGIN and END keyword, respectively."

But neither the first nor the second is allowed here.

The sentence should be removed, or better: the same syntax as for RCDATA should be implemented.
