Breakpoints Hanging around after Debugger Exits

I am using ver 9.0.0.9. When I set breakpoints in the debugger and then exit, the breakpoints sometimes hang around in the Breakpoints Tab. Usually when there is a breakpoint in the breakpoint tab and I then try to run the debugger again, it won't run but the program will run without the debugger active. Only if I delete the breakpoints first will the debugger run again. Has anyone else noticed this? I think it must be a bug.
